From idea to market: how to accelerate your SaMD development while complying with MDR

Developing Software as a Medical Device (SaMD) involves much more than a good idea and a brilliant technical team. Success in the European market necessarily requires compliance with Regulation (EU) 2017/745 on medical devices (MDR), which forces planning from the outset with a clear regulatory vision.

1. Understand clearly what a SaMD is

A SaMD is software that, on its own, performs medical functions: diagnosis, prevention, monitoring, prediction, prognosis, treatment, or alleviation of a disease. It is not integrated into specific hardware, but its function is medical.

From a regulatory standpoint, these types of products are subject to the same requirements as any medical device, which includes risk classification, quality requirements, technical documentation, clinical evaluation, and more.


2. Define the regulatory strategy from minute zero

One of the most common mistakes is developing software without having a clear classification and set of requirements. Before writing a single line of code, answer these questions:

  • What is the exact medical purpose of your software?
  • Which risk class does it correspond to under MDR?
  • Will it require assessment by a notified body?

This initial analysis will allow you to properly plan the regulatory roadmap and avoid rework or blockages at the end of development. Performing a proper classification of your product is key to not wasting time!

3. Establish a Quality Management System compliant with ISO 13485

A robust Quality Management System (QMS) aligned with ISO 13485 is essential to ensure that development meets the standards required by MDR. It must include:

 

  • Procedures for secure software development
  • Risk management (ISO 14971)
  • Change and configuration control
  • Software validation

Implementing this system from early stages facilitates traceability, the preparation of technical documentation, and indirectly, product certification.

 

4. Think about clinical evidence from the start

Clinical evaluation of a SaMD can be more complex than it seems. The MDR requires demonstrating the clinical benefit of the product, so it is important to:

 

  • Design clinical studies or collect retrospective data
  • Define objective performance metrics
  • Continuously document evidence

Not leaving this until the end is key to accelerating approval and market access.

5. Rely on regulatory experts
